Please clarify, does ODK Collect have the ability to incorproate translations for the 100% of the user interface regardless of the language if I have all the translations already (e.g., Ukrainian)?
Yes, Collect supports additional languages. It looks like Ukrainian is 58% done. It has 318 strings left to be translated (out of 754). Translation contributions are accepted and managed through Transifex: https://www.transifex.com/getodk/collect/
