i haven't checked in while, but stock android support (v2.3 and up)
for arabic is spotty. cyanogenmod's rom has better support. i believe
this is the case with hindi as well.
i think there is rendering and keyboard support for individual
characters, but joined characters aren't supported. odk doesn't care
about any of this. if you have an arabic keyboard, it works. if you
put arabic text in the question and the phone can display it, it will.
if you are on android 2.2 or lower, a work around is to use images of
rendered text or recorded audio for your captions. your keyboard will
unfortunately still be in english (or whatever language your phone
supports).
i'd grab a copy of cyanogenmod and test it with a native speaker. if
that works, odk will work.

As long as you have the fonts in your devices and you write your forms using
utf-8 with the right codes (e.g: forces a line to be left to right),
ODK supports it. If your devices don't come with Arabic support, you can
also root them and install them by yourself. I could give you more details
if you are interested..
