can you upload a list of choices to kobo?
How to proceed please?
Can we select a choice that will automatically select another choice?
For example, if I select a school, its region and department should be automatically selected.

The XLSForm documentation describes many of the options for forms hosted on either ODK Central and Kobo. Also, the ODK documentation has a great Intro to Forms section.
You can use a lookup function in your post-processing workflow to add the region and department to a school. Or, if you need the data inside the form you can store the required data in an attached CSV file and pull data from the CSV in to your submission.
