We currently run scale program in Kenya and Uganda, we started off using Samsung Galaxy pocket phones which have really good battery but the screen is so small it caused a lot of errors during data collection so this may be something you may also want to consider.
We now use Techno Y4 and Y6 phones which are well in your budget, come with a 1 year warranty if you buy then from an authorised techo supplier, have good battery life, large screens and good picture, gps, memory and processing power for ODK data collection which we do continually.
