What is the problem? Please be detailed.
Let's say that I have a form with thousand of submissions and I want to pull on my laptop via Briefcase only a subset of these (based on submission date).
Is there a way to do that or this should be a new feature request?

Once we're able to resume pulls, we could artificially create resume points, even without the needing to pull the form in the first place.
This is something that we definitely will be considering for follow-up improvements.
