This is not possible with the core ODK 1.x tools.
There are various review-and-revise extensions that other groups have added
to the core tools. Data preloading can be used to somewhat-awkwardly send
data down to devices and then ask the user whether the existing values are
good or need to be updated.

The ODK 2.0 tools are being developed for this use case, but those tools
are not yet released.
