I recommend trying it all again:

(1) Open the Control Panel
(2) Open Programs and Features
(3) Search and Uninstall all Java programs (there is a search box in the
upper right of this screen).
(4) Download the Windows MSI installer for Java from here
http://java.com/en/download/index.jsp
(5) View the download folder, select the installer, and right-click,
Run as Administrator
There are several system configuration changes that are required. If you do
not run it as an administrator, they may not be applied.

To test that everything is OK, from the Start Menu, search for 'cmd' and
run it -- this opens a command line window.

In that window, type:

java -version

You should see something like:

java version "1.7.0_25"
Java(TM) SE Runtime Environment (build 1.7.0_25-b17)
Java HotSpot(TM) 64-Bit Server VM (build 23.25-b01, mixed mode)
