Data Collector form download server connection refused

hi, hope everyone is ok.
i'm having a problem on my odk collector
i've set up ODK Aggregate using a google drive VM.

I not having trouble login in my server but when trying to download forms from ODK Collect i run into a problem.

Registation form Cnema (ID:**********) - failed to connect to cnemaform.ignorelist.com/34.89.5.131(port443) from / 192.168.1.5(port 51832) after 30000s: isConnected failed: ECONNREFUSED(connection refused)

2. What app or server are you using and on what device and operating system? Include version numbers.
google drive vm- Ubuntu 18.04.4 LTS server
odk collect -android version 8.0.0

3. What you have you tried to fix the problem?
i tried to fix the problem using a firewall rule to allow my ip to pass and acess but it wasnt good, i thought my problem could be in my firewall and could be blocking me

4. What steps can we take to reproduce the problem?
not sure i tried to config everything like it is on odk pdf but i dont mind to give permission if someone is willing to help me

5. Anything else we should know or have? If you have a test form or screenshots or logs, attach below.

If I try to reach http://cnemaform.ignorelist.com it works (http not https).
Did you configure your ODK collect correctly?

Please check it and set as URL for the server http://cnemaform.ignorelist.com

Thanks for helping me.
I think that i did a correctly configuration on the server because im able to see the forms but im not able to download it and fill it. Everytime that i try shows me that error

I see you are on hhtp and not on htpps.
Diûring the wizard to generate the war, did you leave the http and hhts port as in the picture

what abou the dns:
did you enter just cnemaform.ignorelist.com?
