Hi All,
I have a custom odk environment with two servers. Server A hosts all the
forms and Server B Assigns the XML forms to specific users. I have a form
with Preloaded CSV files . When I download from Server A the CSVs are
there and the form works fine. When I use the specific URLs the CSVs don't
pull through. Is there any way I am able to publish these URls on server B?

The CSV will be in the Manifest document.
You are likely omitting the manifestUrl from the user-filtered form list.
