I have downloaded the new version (1.4 - 1040) and in my tests i have
noticed that in DownloadFormsTasks the procedure trying to identify the URL
of media files to download, not from General Settings - Server Settings -
URL but from the IP that XML file of the form have inside the body.
This is a little bit tricky because probably someone wants to upload forms
and download files both from inside or outside address of Aggregate Server.
So if someone using an external address to upload a form to Aggregate it
takes in xml the external IP. When i'm trying to download the form from an
internal IP it isn't possible because of
DownloadFormsTasks.downloadManifestAndMediaFiles
Is there any serious reason why this happened. Do you think that it is
something that maybe need to be fixed.
If I want to change it to read also General Settings is ony in this code
DownloadFormsTasks ?

When you create your form, you can specify a URL for submission, or you can
leave it unspecified, in which case it will use the URL from General
Settings.
If you are using XLSForm, open the XLS file and select the 'settings' tab.
There will be an entry for the submission URL. Delete that entry,
regenerate the form, and it will now not be tied to that specific URL
