Is it possible to add a pdf document on a google drive in a form?, so that when a user clicks on the web-link in the form they are directed to the document for more details or studies.

Yes, form styling in ODK supports Markdown hyperlinks and the link can be to a PDF document on the web.
There's also a URL widget that could work too. For shorter study notes, the note widget is also nice.

Tangentially related - For offline use, if I have a number of PDF reference documents associated with a particular choice/value, is there a way to deliver the PDFs as media with the form, then with a link/button, load it in a nominated external PDF viewer?
Alternatively, with a cloud folder (mostly likely sharepoint/onedrive) synced to replicate before going offline with known filenames and their associated choice/value, a link/buttonpress to load that file in an external viewer.
