I am getting this error very frequently in tomcat logs:
org.opendatakit.aggregate.odktables.exception.PermissionDeniedException:
User does not have access to ODK Tables
The DB permissions seems to be OK because half of the time data submission
is OK on the aggregate without any error. Can someone help what this is
about?
Have you used ODK Tables in the past? If so, did you delete all ODK
Tables data tables before upgrading?

Did you enable ODK Tables functionality on the Site Admin / Preferences
page, or is that checkbox un-checked?
And are you trying to actually use the ODK 2.0 features and ODK Sync?
