I am trying to replace the a form with a newer version. Each time I get the
error message;
Error: Problem with JavaRosa Parsing Form:
org.opendatakit.aggregate.exception.ODKIncompleteSubmissionData: Javarosa
failed to construct a FormDef. Is this an XForm definition?
Any idea why this is happening? Renaming the form and then uploading it
works just fine.

Use ODK Validate (
https://opendatakit.org/downloads/download-info/odk-validate-2/ ) to
confirm that the file is a well-formed XML form definition.
If you have not added or removed fields, and if you have not changed the
data types of any fields, you should be able to upload a revision to a form
(e.g., correcting typos in the wording of a question) using the "Add New
Form" button. The server recognizes that the formId matches an existing
form on the server, and compares the two, allowing the update only if the
above conditions are met and the version in the new form definition is
lexically greater than the version in the old one (the version must also be
an integer value)
From the error, it looks like you were trying to use the "Manually Upload
Submission Data" button -- that is incorrect -- that button is for
uploading submissions manually (e.g., that you might have copied off the
SDCard of your ODK Collect device).
