Suggestion to change the permissions requested by ODK Collect so that instead of asking for permission to take photos and videos (camera), it asks for permission to access the gallery, allowing users to upload photos from the gallery.
I think, it depends of what form you are using, and mine use exclusively pictures from camera, before to android 10 I used other app to toggle between camera and gallery
Note, if your form has an image question that explicitly states the 'new' appearance, then yes you will be forced to take a picture with the camera. See https://docs.getodk.org/form-question-types/#image-widget-with-required-new-image
