We are having a constant error while trying to upload a form to aggregate, which due to my understanding has to do with timing out.
I tried via the web uploader and via the java form uploader, both without success (time out problems).
In the VM it works, so I know there's no problem with the form.
Any idea how to increase to time limit on appEngine from the user side?

It is likely something else is going on.
Is this the latest version of ODK Aggregate? If not, try upgrading to the
latest version.
If you recently upgraded versions, try going to the Google Cloud Platform
console and first shutting down all your instances (shutting them down,
not deleting them).Then try uploading the form. (Sometimes Google does
not shut down all of the older instances during the upgrade process,
causing some of the instances to be the older version, some the newer one,
and that can cause unpredictable behavior).
If that does not resolve the issue, try re-uploading ODK Aggregate to your
AppEngine. You don't need to re-run the installer for this, just
double-click the ODKAggregateAppEngineUpdater.jar (Windows), or
double-click the ODKAggregateAppEngineUpdater.app (Mac OSX) file, or open a
terminal window and launch ODKAggregateAppEngineUpdater.sh (Linux). These
will all be in the ODKAggregate directory that your installer produced.
And if none of those work, look at the Logging tab in the Google Cloud
Platform to see if there are any errors when uploading the form.
Finally, if that doesn't resolve the issue, and there are no errors, you
can increase the size of your AppEngine server. This is unlikely to be the
cause for this error, unless the form is incredibly huge. And then I would
be concerned that it would be too slow to function on ODK Collect. To
