Google Spreadsheet and Fusion Tables not updating

We have a local ODK Aggregrate server running. When I publish to Google
Spreadsheets and or Google Fusion Tables with "Both upload existing and
Stream New Submission Data" it does not update new records as they come in.
This was working before and now has stop. If I make a new publish the new
records come over, but as new records come in the spreadsheets and fusion
tables do not get updated.

PLEASE HELP

I think I figure this out. It appears the firewall may be the cause. I
will do some more testing and let everyone know.
