How to create aggregate account with developers center

Good morning,
I've just downloaded the ODK collect app and create a xml form. All works correctly, but I need to syncronize data with the online platform.
I read the documentation at http://opendatakit.org/use/aggregate/ but now App engine account has changed to Google Developer Center.
What I must do for create an aggregate account?

I have updated the documentation at http://opendatakit.org/use/aggregate/
with the steps for first-time users.

Once you have created your first App Engine application id, the simpler,
older, console page will be available, and that makes the whole process far
less confusing.
