New to ODK here. How can we prevent anyone with a google account from
logging into our survey site and uploading forms or deleting our
forms?

Aggregate 1.0 which we are currently working on and will hopefully
release next month will implement user authentication. Here is a link
to a past email post about how to modify the code to limit user access
on the 0.9.x version of Aggregate.
