You can control the image size by using max-pixels parameter in form coding. However, please note that phone screens, even for big sized phones, are really small as compared to the images. So you should not plan for reducing the image size a lot to fit into a screen, because it will drop the quality so much that it will not be of good use. It is better to scroll the image on ODK Collect, rather than reducing its screen size.
