I have a customer with the referenced devices that requires to implement a
short survey. I'd like to know if someone in the community has the
experience of developing/implementing a windows mobile client-app, similar
to Collect, that uses ODK. If this is the case, please contact me to see if
we can develop this project ASAP.

The labor costs to write such a program will exceed the costs of buying new
Android tablets and using the ODK tools as-is.
At current prices:
cost of 1 Android 4.4.2 tablet == 30 - 60 minutes of a software developer's
time

I see your point Mitch, but my customer is the one who decides the
replacement of their robust devices (about 75 unts) so unfortunately it is
not up to me.
