Incomplete Submissions under Submission Admin menu

Hello,
Can someone tell me how Aggregate determines what is an incomplete
submission?? So far, I've had maybe 4 out of 700 responses (survey's really
going well this 2nd phase - NO duplicates!) for this 3000 response survey.
OTOH, looking at the field entries, I notice the Pic (mandatory) for each
response is not there. Hmmnn...
The response shouldn't be marked as Finalized without that Pic. But then
again, these 2 devices are out in the field - far away - so I can't
investigate. I get the phones back at the end of the survey so I can have a
peek.

This is exactly what ODK Aggregate does -- if you upload the submission,
but fail to upload all media attachments, it places the submission in the
incomplete submissions bucket and displays them on the Submission Admin
page. While it resides there, it won't be published to external servers or
downloadable via ODK Briefcase.

The submission is undoubtedly "finalized" on the phone, but, for some
reason, the phone failed to successfully submit that submission and all its
media attachments to the server. ODK Collect will continue to display this
submission in the "Send Finalized Form" screen until it is successfully
sent. Most likely, the next time the surveyor submits data these
submissions will upload successfully and be marked as complete.
