Installing Central without Docker

I apologize for reviving a dead thread.

I found this thread because I am getting the same error on a fully dockerized install and dockerization makes efficient debugging and customization vastly, vastly more difficult.

@SagitariusAStar, if you have a starting doc for installing ODK without Docker, I (and a few others asking on the forums) would absolutely love to escape the misery of dockerization. (also we could install in a FreeBSD jail then, which would be very desirable).
