real time stream of data on my website online via any odk api, such that
when ever one fills in a form it is real time and someone can see it
remotely,

That does not exist. There is no monitoring or observation of actions on
the device.

First, this is not reliable in an environment where you do not have
continuous cell coverage.

Second, it would create a lot of chatter over the wireless network, which
would rapidly consume data-plan $$s.

When the user submits the form (or the form is auto-submitted if the device
is configured for that), and the full submission is received by aggregate,
it is marked-as-complete by ODK Aggregate.

If the submission is incomplete (e.g., missing media attachments) it will
remain in an incomplete state and be shown on the Forms Management /
Submission Admin tab. Incomplete submissions are not eligible for
publishing.

Marked-as-complete submissions are published through the publishers with a
few minutes delay.
