Is there any plan to make ODK Collect available on the iPhone / iOS
plaform?

Not at this time; we are focused on increasing the end-to-end functionality
of the ODK software and the features available in ODK Collect.

What is the basis of ODK? Is it java or is it using a proprietary
technology such as phonegap?

ODK Collect is java. ODK participates in JavaRosa development and uses
JavaRosa in it's core technologies.

Also, ODK Collect is open source (Apache2 license). Nothing proprietary
although it does use other Android apps that may be (e.g., for barcode
scanning).

the barcode app is also apache licensed, but you get the idea.

i should note that there is nothing preventing you from building an
ios client. you'd have to rewrite the javarosa core library in
objective-c and keep it synced with the javarosa core. a better
approach might be to do the core in javascript and use html5 to make
the app work well offline. if you need access to hardware, html5 will
soon have wider api support to connect gps and cameras...

this is a great example of something other folks in the community could explore.
