Is ODK API Access even with SSO enabled still available to a Local non-SSO ODK User or Admin?

From: https://docs.getodk.org/central-install-digital-ocean/#enabling-single-sign-on
"Warning:
Enabling SSO currently disables API access. This means you won't be able to use PowerBI, Excel, ruODK, pyODK or other such tools to directly access data on your server. You'll need to export CSVs instead."

So will ODK API Access still work for a Local ODK User or Admin (i.e. non-SSO) even with SSO enabled or not?

Thanks and Regards,
Matthew Sheeran

As of today, enabling SSO disables API access for all Web Users. Addressing this limitation is high on our priority list.

Has there been any change on this?

It would be nice if you could at least have some admin access via the API.

None yet, sorry! We've been doing a lot of research and design work on the access and user model in Central in general and we're reluctant to introduce an API key or service account concept before we have a more concrete sense of how it fits into the future of users.
