Linux install upload to GAE fails

Going thru setup wizard seems to be working fine until upload....
says

get following error-
listBackends : This application does not exist (app_id=u'<my-project-number')

earlier step asks for application id but on google dashboard i see a project-id and a project-number. the install did not accept the project-id but did accept project-number. Now during upload it's saying the app doesnt exist. what gives?

The installer will ask for your application ID. this is the first part of
your appspot URL.

This is not the "project number" see the documentation:

particularly, steps 4 & 5.

With that example, when I run my ODK Aggregate installer, I would enter the
ID: shown on i.e.,
msundt-agg-test3
as the application id on the ODK Aggregate installer screen that asks for
that.
