I work in a large public venue. We are wanting to use the magstipes on out employ IDs for security purposes. I planned to use the app to collect the initial data set for our staff team by taking pictures and having them swipe their cards.

ODK does not provide this functionality but if you can find an
Android-compatible reader with an SDK, you could certainly add this
functionality to ODK as a new widget.
If you aren't a developer, you can hire one at
http://opendatakit.org/help/help-for-hire. Alternatively, you can file
a feature request at http://code.google.com/p/opendatakit and maybe
someone in the community will contribute the feature in the future.
