Aggregate exports records into Fusion tables in which you have the option
to show meta fields such as meta-is-complete
These fields are not present in the XML files saved in the instances
directory, I believe they are actually written in the phone's database. Is
there a way to edit these?
Why? for example, to move a bunch of completed surveys onto a phone, and
then upload them to aggregate. Because they were not originally completed
on that phone, the "meta-is-complete" field is not set to True, so ODK does
not recognize them as completed surveys.

The "meta-is-complete" is Aggregate's an aggregate state not a collect
state. Collect, Briefcase, or any other submitter can chunk the
submission when uploading so Aggregate only receives part of the
submission instead of all the data at once. Is complete represents
whether Aggregate has received the full submission data.
