My ODK Aggregate server is down

1. What is the problem? Be very detailed.
This web address can't be found. We are using it to conduct a baseline assessment and field monitoring.
2. What app or server are you using and on what device and operating system? Include version numbers.
We are using the ODK Collect v1.30.1 on a pc running on Windows 10
3. What you have you tried to fix the problem?
IT reports a memory leak with the web application
4. What steps can we take to reproduce the problem?

I'm assuming IT set up this server and has been maintaining it? Ultimately, it's up to them to resolve this issue. If they need help, they'll need to describe the server environment (OS version, Tomcat version, Aggregate version, etc), how to reproduce this issue, and what they have done so far to try to resolve it.
