Hi there,
I recently created a server through a virtualbox and I am getting the same
message - 'error:Network connection refused' - when I am sending a
finalised form to the server from the ODK app.
Note I can't find a network login screen that I need to acknowledge - I am
using a MAC OSX El-Captan.
Any assistance would be greatly appreciated.

If you are you are using your own VM build, you might want to try the
ODK Aggregate VM at https://gumroad.com/l/odk-aggregate-vm.
Either way, you have to make sure your device is on the same network
as the VM. If you can't get to the ODK Aggregate web page through your
device's web browser, then it's a networking problem.

Thanks for getting back to me.
Sorry I should have clarified in my earlier email that I was using the VM
build at the website you provided. I had followed the instructions in the
readme file.
In response to your question - I can access the ODK Aggregate webpage
through my device (i.e. android tablet) and login as a new user that I
setup through the Configure Site Access Page.
I've also used a Windows computer to try to setup the server to see if my
computer was the issue. Unfortunately I can still not get a connection
between my the ODK collect app on my device and the ODK Aggregate VM that I
have setup on this computer as well.
However the ODK app gives me a new notification when I try to send a
finalised form to the server it says....
*Error: Generic Exception: Host name '198.168.0.25' does not match the
certificate subject provided by the peer CN=gmercyu.edu
http://gmercyu.edu, OU=information technology Services, O=Gwynedd Mercy
University, L=Gwynedd Valley, ST=Pennsylvania, C=US
Any assistance or advice would be very much appreciated and happy new year!

That error message strongly suggests that you are using SSL. The VM
doesn't use SSL so try using http:// and not https:// in Collect.
