What is the problem? Please be detailed.
I'm not able to export to CSV, after completing some test data in a form and trying to export the browser refresh and does not start the process of exporting
What ODK tool and version are you using? And on what device and operating system version?
Version: 1.7.1. On a windows 10 device using Chrome, Mozilla and Opera.
What steps can we take to reproduce the problem?
Try to export a form with 2 answers.

Reinstall the ODK Aggregate

I am using v1.7.1 and I am exporting data almost every day without any issue. There must be something else. What steps are you following to export data as CSV? The steps should be from Submissions tab select the form from the dropdown. Click on Export from top right-hand corner, select Type CSV file and then click Export button. It will take some time to generate the link. Once ready, download file by clicking on the link.

On top of what @A.N.M_AL-IMRAN has suggested, I'd like to ask you to attach Tomcat's log file (
catalina.out). That could have some hints about any issue with Aggregate.
