I'm using ODK Aggregate 1.4.5 and the free version of Google App Engine.
The service I created has two users, and only one will collect data in
field. I made and uploaded a form that has a single choice field, a
multiple choice field, a text field, two numeric fields, a date field, a
location field and two image fields. I wonder how many submissions and
downloads can be made by day and hour by a single user. I also like to know
what is the total maximum amount of submissions and downloads and what the
total amount (in Gb) of data that can be stored.

https://opendatakit.org/use/aggregate/deployment-planning. My guess is
that you won't run into the quota limitations.
