performed any upgrade steps described here: https://code.google.com/p/opendatakit/wiki/AggregateReleaseNotes Some of
the upgrades require that you clear the session cookies, which can
otherwise cause this refresh behavior.

quota limitation but still does the site is keeping of refreshing and I
cannot see all the data set submission.
I am also having the same problem of ODK Aggregate refreshing by itself.
I am having a local Tomcat Installation and not using appengine.
According to your previous post,I checked the _form_info,_form_info_fileset, _form_info_bin, _form_info_ref,_form_info_submission_association and _form_info_blb tables.The row numbers match.
The tomcat log file shows java.net.SocketException

The unfortunately-common-enough refresh problem is specific to Google
AppEngine and its 60-second request timeout, which aggressively terminates
the server thread, potentially in the middle of a sequence of database
writes (and often before the final set of deletes that transitions the
server to the newest version of a form definition).
Is this an initial setup?
Did you install using the install script?
Are you using SSL or plain HTTP connections?
The socket exception could indicate that you chose SSL but did not properly
set up the security certificate.
First install and run ODK Aggregate without SSL. Verify that it works and
is not refreshing.
Then try to install your SSL certificate on your server and re-run the
configuration to use that, and work to debug the SSL configuraiton (this is
particularly tricky if you are trying to use self-signed certificates).
