Is it possible in ODK Collect to create a table of contents similar to what can be done in ODK 2.0 such that a survey taker can skip around a large survey easily as can be done with ODK 2.0 tools?

There's no easy way to skip around like that in Collect. Best you can
do is train users to use the Jump to Prompt option.
