How do you have Aggregate deployed? If you are running on Google App
Engine have you exceeded your free quota?
Actually now I'm really worried and don't know what to do. I have two
aggregate deployments, one has been migrated to hrd the other has not. I
just tried to pull using briefcase from the non-migrated aggregate
deployment, and it froze again. maybe it is something to do with how I am
connecting to the internet? when I used briefcase to pull instances a few
days ago I was in a different location, using a different internet
connection...

see your forms? Is it responsive?
If the browser is very slow rendering the pages (~ 60 seconds), you may not
be able to use ODK Aggregate via the browser or ODK Briefcase from this
location. Google AppEngine has a 60-second transmission time limit, after
which Google AppEngine will cut off any data transmission.
If you cannot get anything via the browser, the problem has nothing to do
with Briefcase but is an issue with ODK Aggregate and/or your WiFi
connection.
In that case, go to your appspot dashboard, and verify that you are not
over quota (look at billing status).
If you are not over quota, then go to the Logs and see if there are any
errors being reported.
If those both check out, the problem may be with the WiFi hotspot. Try a
different hotspot.

But, yes, I can log in on ODK Aggregate, and I see all my forms. Only
briefcase is not working. But I need briefcase to work - it is the only way
to remove the encryption on my forms.

Open a CMD window (Start menu / 'CMD' in the search window)
Type 'java -version' and see if java is found. It should display version
information. If not, try to uninstall Java and install the free Java JRE
from Oracle.
Then change to the directory where your ODK Briefcase jar is located (the
file you double-click to run ODK Briefcase. Do this by opening a file
explorer to the directory containing ODK Briefcase, then type 'cd ' in the
CMD window and paste the directory from the file explorer bar into the CMD
window, and hit return. The resulting line after the cut-and-paste would
be something like:
cd c:\Users\Administrator\Documents\workspace\briefcase
Where 'c:\Users\Administrator\Documents\workspace\briefcase' is the
directory containing the ODK Briefcase program.
Now, type:
java -jar "O
and hit tab to auto-complete the "O into something like:
java -jar "ODK Briefcase v1.2.2 Production.jar"
and hit return. A spew of logging data will be written to the CMD window,
and the ODK Briefcase dialog will open.
Proceed to enter the server information and click 'Connect'
Now go back to the CMD window, and mark-select-and-paste what you see and
send it to me. You will hopefully see something mentioning exceptions.

Thanks for this Mitch - I must be doing something wrong, I typed 'java -
version' in the command window but every time it says " 'java -version' is
not recognized as an internal or external command, operable program or
batch file".
So I uninstalled and then re-installed Java 7, re-installed the JCE 6
encryption files, and tried again. Still getting the same message, both
when trying to get the version and also when trying to run briefcase from
the command prompt (I was able to change the directory successfully, but
otherwise I seem to have failed).
When I installed java there was some note about java only running in
desktop mode with windows 8, is that complicating things somehow? Thanks
again for your assistance.

Java on Windows 8 is only be supported in Desktop screen and will not
run in the Start screen. Try clicking on the Desktop tile in the Start
screen to switch to the Desktop screen or press the Windows logo key on
the keyboard to toggle
