We're using GWT to construct the user interface.

org.opendatakit.aggregate.client.AggregateUI -- handles the management of
the various tabs, and controlling switching across tabs and subtabs.

Note that the current subtab has the ability to refuse to allow you to
navigate off of the sub-tab. This is used by the Site Admin / Preferences
tab, for instance.
