Odk dropbox - portable, offline server options?

I suppose the code is already outdated? I just noticed the last update was
made in 2010.

For sure there's Briefcase and Kobo Sync but I'm hoping to do away with
fiddling with cables and 40 or so phones and have a laptop running a server
on wireless.

I can't use Aggregate because the area doesn't have a reliable access to
the Internet.

Note that Aggregate running on Tomcat doesn't require internet
connectivity. You do need to set up your server with a static IP address
under your wireless router and then you could use that static IP on your
phones to contact the server whever the phones are connected through that
wireless router.

and dispense with a router?

If your computer can be configured to itself be a wifi access point, you
could dispense with the router.
I think you will need to set your computer up as a DNS server (i.e., the
"gateway server" for the wifi access point) to make everything work.
I haven't done this myself so I don't know if there are any other
complications.

One additional comment on this issue:

You need to initially have internet access to log into ODK Aggregate with
your superuser google account so you can set up a local aggregate user
account with site Admin privileges.

Or, if that is impossible, you need to hand-modify the security.properties
file in the /WEB-INF/lib/ODKAggregate-settings.jar file, defining a
username for this property:
security.server.superUserUsername=
That defines an ODK Aggregate username with Site Admin privileges that will
be given the initial password of "aggregate" -- much like the superuser
google account would (we use this for testing, so the UI may be a bit funky
if you use this mechanism.). And change the password...
