I was wondering if there is some sort of a manual to that provides the
setup or connection from ODK COLLECT to FUSION TABLE via Google AppSpot?

See the following link from Geo for Good 2015 training slides. There is section on linking to Fusion tables and I have used it to setup fusion tables with ODK
