I came across ODK voice recently, but haven't seen its working group
anywhere (mailing list points to this group). Has it been abandoned, or
still working? Can someone lead me to available resources?

It's been about 4 years since anyone touched that code. The source is
at https://code.google.com/p/opendatakit/wiki/SourceTab?tm=4 if you
want it.
Check out http://instedd.org/technologies/verboice if you want an
active project with similar goals.
