Quick constraint question -- not allowing the same selection except for "other"

Hi all,

I have a question where an individual is asked their first, second and
third priority. I'd like to set up the constraint so the cant select a
choice more than once except for the other option. Can any one guide me?

example:

  1. What is your first priority?
    a
    b
    c
    d
    other
  2. what is your second priority?
    a
    b
    c
    d
    other
  3. what is your third priority?
