Recover data to attach documents

Hi
I need to propose a solution to a client. It would be simple propose ODK or
SurverCTO to collect and recording data. The problem is that my user will
need to recover data to attach documents to specific records. The
researchers will be unable to pick up the documents at the same time of the
interview. I need some kind of data vizualization to recover records and
attach docs (preferably web). Some one here had the same demand? Some one
suggest a web service? Or will I need develop a database solution with
some interface with ODK CSV files?

It's not clear what you are asking. Could you try describing again
what you'd like or maybe draw a detailed workflow?
