Resend all data?

Is there a way to force the phones to resend all of the data that they
have sent in the past?

Also, what is the best method for getting data to the server from a
backup of the SD card ODK folder?

If you are running Aggregate 1.0, for bulk upload of data from an SD card,
try the ODK Briefcase application available here:

http://code.google.com/p/opendatakit/downloads/list

It can transfer data from an ODK file structure up to an
Aggregate 1.0 (sorry, 0.9.x is not supported) or just
onto your computer's hard drive.

While it will upload them, you will still have to manually resolve any
failures
and delete the original submission files from the SD Card.

Actually its not forcing. Data submitted is available on saved form, so
select and save as finished then send finished form. Although if you had
successfully submitted there is no point point resubmitting as it affects
data precision. Check if the data is available on server. To
send data to server ensure the android is wap enabled then press on send
selected form. Good luck

Unfortunately, we don't have a bulk-upload utility for Aggregate 0.9.8.
That's why we added it with the Briefcase application in 1.0.
