What is the general goal of the feature?
Sending reports of results to respondents by sms

What are some example use cases for this feature?
After data collection, we want to send processed results to the respondents with sms signal (to celular phone). So, we collect phone numbers and after processing on aggregate or with a visualization portal, we want to automatically send a (simple) report to all people in our database that have a celular phone

Can you contribute to development of this feature?
Yes, financially. I am trying to arrange funding for development. I see two options: Build on ODK or plug into an existing open source software package. Would be great if the ODK community could advise me on this what is best. It should preferably opensource or a not-for-profit software because we don't want a locked-in situation in the future (e.g. high pricing, or lacking features)

This doesn't feel like something that should be core ODK, but I could be convinced otherwise!

It seems like whatever does the processing and cleaning of the data should forward those messages via API to something like RapidPro to do the actual sending. Maybe OpenFn would be a good place to start.
