receipt at the point when odk collect send data to the server. Is it
possible?

A round-about way to do this would be to stream (publish) data from ODK
Aggregate into Google Spreadsheets.
Google Spreadsheets can be configured with triggers that could send you an
e-mail. e.g.,
https://productforums.google.com/forum/#!topic/docs/rnzRx6r0tis
You can also subscribe to an SMS tool and do this via their extensions,
e.g.,
http://blog.bulletin.net/send-sms-using-google-spreadsheets-and-bulletin-messenger/
This causes the SMS to be sent when the data is available on the server,
not when it leaves the device.
Setting up something like this would be cheaper than modifying the app.
