Submitted forms not available on server

Hi all,

I am working on a project in Zambia where we have given health care providers smartphones to capture treatment given to children. The providers have ODK Collect 1.4.7 installed on smartphones and are submitting data using a cellular data connection. I am using ODK aggregate hosted through Google appspot.

I am having an issue with a large number of submitted forms not reaching the server. When I look at ODK aggregate online, I am only seeing a 1-2 submitted forms. However, when I look at a provider's device there are a number of "sent" forms appearing under the Delete Saved Forms -> Saved Forms tab. Does anyone have an idea what could be causing the sent forms to not appear on the server? I have tested provider phones by sending a form using a mobile hotspot, and the forms send correctly and appear on the aggregate server. Additionally, when I pull the data directly off of the phones and open it using Briefcase the "sent" forms do not appear even though the phone is set to not delete after send. I am not sure if a poor data connection could be potentially corrupting the files or if there is some other issue.

Any insight would be very welcome,

The logic in ODK Collect should prevent a form from being marked as sent
until it is entirely sent and acknowledged by the server.

If you need to re-send the forms, and they have not been deleted from the
device, you can go to the Send Finalized Forms screen and long-press the
Toggle All button, then choose to show all sent and unsent forms, and
select the ones you need to send.

If a form is partially-uploaded to ODK Aggregate, it will appear under the
Forms Management / Submission Admin screen. It appears there if the textual
data is uploaded but one or more attachments are missing.
