we are running Collect v1.1.5 and we have noticed a bug\feature 
If you have a form with a couple of required questions and you do "Save
Data and Exit", works like a charm. You can then go to "Continue Saved
Form" and then choose "Go To End", and at that point you can "Mark Data as
Finished" and then submit the form without having answered some required
questions.
This is making some of our clients uneasy as it means some important
questions may remain unanswered.

I looked at this and could not reproduce your bug. Any time that "Mark
Data as Finished" is checked, Collect runs through the form and makes sure
all required questions are answered and that all answers meet any specified
constraints. My guess is that either the questions are not marked as
required, or their relevancy is being set to false (relevance trumps
required, so any non-relevant questions marked required will still be
skipped).
If you're able to reproduce this behavior please file a bug at:
http://code.google.com/p/opendatakit/issues/list
and be sure to attach the form that is giving you problems.
