I installed the ODK for Windows and I did the configuration with Google
Engine. The configuration is successful with success. How to do
synchronization with the Tablet?

Don,

You need to download and configure ODK Collect and point it at the
server on App Engine. The instructions are at
http://opendatakit.org/use and
https://opendatakit.org/help/training-guides.

If you need more step-by-step guidance, the tutorials from the Google
