i would like to know if it possible to upload already cleaned data back to central so that other admin can have access to the cleaned data on the central dashboard

It is possible it upload cleaned data via the API (you will need to provide the data in XML format) - I recommend you read the documentation (it is comprehensive and should provide you with most answers)… Try here: https://docs.getodk.org/central-api-submission-management/#updating-submission-data

Another option is to upload the cleaned data as an Entity List, I am assuming that data collection and cleaning phase has been completed and you want to upload the clean data on the Central so that others can perform their own analysis on it.
