For ODK on Android 2.x devices you can stop reading.

For Android 3.x & 4.x devices it is temporarily correct that you can't
use Briefcase to directly get files off an Android device. Instead you
will need to use the tools to copy the ODK folder to a temporary
directory on the computer and then point Briefcase at the directory.
Note this problem only affects Briefcase no other ODK tool. Previous
posts about it.

Briefcase was designed to work with Android using the 'sdcard' mounted
to a PC; however, Google dropped the 'sdcard' mount interface in favor
of an MTP interface. Here is someone's blog post explaining:

The small ODK core team is unfortunately handling more features and
requests that it can handle right now. While the MTP switch is high
priority on our list we still haven't gotten time to do it yet. If
somebody in the community could write a simple java program that can
read or copy files from an MTP to a computer the ODK core team would
be able to more rapidly improve Briefcase to work with MTP. Basically
we do not know how to use Java to access an MTP device. If someone in
the community provide code examples how to interface with files on the
sdcard via the MTP interface the ODK core team could rapidly make the
necessary changes as the stumbling block is MTP access in java.
