Hello,
I have three kinds of users,
user 1 should be able to fill in forms and save but not submit data to
server
user 2 should able to review data entered by user1 and submit form
user 3 should be able to view not enter or edit data

any help around this is much appreciated

​The new ona.io (still in beta) does have some user roles (not sure if they
fit into your use case)

The roles when sharing a project are described below.

Read only:

  • Can view project data

Data entry:

  • Can view project data
  • Can add data (send submissions using Enketo or ODK Collect)

Editor:

  • Can view project data
  • Can add data
  • Can edit and delete existing data

Manager:

  • Can do all of the above
  • Can edit share settings
  • Can delete or replace forms
  • Can edit project metadata

w.r.t. ODK Collect and ODK Aggregate:

user 1:

  • works with ODK Collect.
  • ODK Collect is configured with an Admin Settings to not show the Send
    Finalized Form button, Get Blank Forms button, and Delete Saved Forms
    button.

user 2:

  • knows the ODK Collect admin password and can therefore enable the above
    buttons, and thereby send finalized forms to the server. Assigned a
    username on ODK Aggregate with Data Collector permissions that they use
    when sending the forms to the server (or updating the forms on the device).

user 3:

  • Assigned a username on ODK Aggregate with Data Viewer permissions, but
    not Data Collector permissions.
